Among other non-coronavirus additions, this 1,400-page bill includes a number of provisions related to elections, such as state grants “to conduct risk-limiting audits” of federal elections, mandated access to early voting, and same-day voter registration. While countless small businesses across the country are being forced to close their doors, some permanently with others laying off employees, Pelosi’s bill also seeks to bail out the U.S. Postal Service. “Any outstanding debt of the United States Postal Service owed to the Treasury … on the date of the enactment of this Act is hereby cancelled,” the bill reads. Pelosi’s Wuhan virus bill also includes woke racial and sex aims such as “corporate board diversity” requirements and “pay equity” between men and women as well as white employees and minorities. In addition to intersectional aims, the bill tackles lofty climate change goals, demanding airlines “fully offset the annual carbon emissions … for domestic flights beginning in 2025” and giving passengers information “regarding greenhouse gas emissions resulting from each individual flight.” Meanwhile, because of the global pandemic this bill purports to address, the State Department has issued a Level 4: Do Not Travel advisory, the highest-level warning, which “advises U.S. citizens to avoid all international travel due to the global impact of COVID-19.” While Pelosi slides Green New Deal-like hokum into an urgent public health bill, most international travel has been halted, domestic air travel has become a “virtual shutdown,” and many cruise lines have canceled operations — making the green provisions even more impertinent. Further, the bill pushes collective bargaining for federal workers and changes to the IRS code for retirement plans for community journalists, two irrelevant points relative to the health crisis at hand. In a call that included 200 members of the House Democratic caucus Thursday, lawmakers brainstormed their progressive non-COVID-19-related wish list to be included in the COVID-19 relief bill. Their ideas spanned increased Social Security benefits, extra funding for infrastructure, and in the event the Wuhan virus stretches into the November election timeline, funding for state-run, all-mail voting programs. “This is a tremendous opportunity to restructure things to fit our vision,” Majority Whip James Clyburn, D-S.C., said to the caucus members, according to a source on the call. As millions of Americans struggle to make ends meet and look to their elected officials for direction and hope, House Democrats remain steadfast in their opposition to President Donald Trump and the rest of the GOP and in their dedication to pushing a radical progressive policy agenda, no matter the cost to their hurting constituents.

The mood in Washington was optimistic as well. “We’re having good bipartisan agreements,” Senate Minority Leader Chuck Schumer told CNN Saturday, predicting a Monday passage of their plan. “The initial bill Leader [Mitch] McConnell put in didn’t have any Democratic input and we were worried that we just try to put it on the floor and not consult Speaker [Nancy] Pelosi because the House still has to pass this, but actually, to my delight and surprise, there has been a great deal of bipartisan cooperation thus far.” On Sunday, Schumer met four times with Secretary of the Treasury Steven Mnuchin to continue negotiations. And then Pelosi came back to town from her week-long vacation and announced the rare, rare bipartisan cooperation the country had seen in the Senate would end with her — and election politics would begin. “Oh, I don’t know about Monday but we are still talking,” she said Sunday evening. “It’s on the Senate side now because that’s their deadline for a vote but we’ll be introducing our own bill and hopefully it’ll be compatible with that they discussed on the Senate.” It was difficult to guess how she’d do this with the House in recess, but on Monday her office miraculously introduced a 1,400-page bill. Miraculous, until it became clear she’d simply unloaded the Democratic Party’s election platform into a bill intended to save Americans from bankruptcy and death in the face of a global pandemic. The list of unrelated provisions is truly incredible. Pelosi’s emergency virus bill includes “collective bargaining… for federal workers,” a federal “study on climate mitigation efforts,” tax credits for wind and solar energy, and demands that the airlines involved buy carbon credits “to fully offset [their] annual carbon emissions.” It includes “same day [voter] registration,” national early voting and “grants for conducting” election audits. Pelosi’s emergency virus bill legislates “funding standards for community newspaper” retirement plans, cancels $10,000 off peoples’ college debts, and forces a $15 minimum wage and permanent paid leave on aid recipients. Pelosi’s emergency virus bill cancels the Post Office’s considerable debt to taxpayers and grants it “additional borrowing authority.” It gives Washington oversight of the “corporate board diversity” for the companies involved, mandates “a comparison of pay amongst racial and ethnic minorities… as compared to their white counterparts and comparison of pay between men and women,” orders the companies to start “diversity and inclusion offices” and give those offices “officials and budget dedicated to diversity,” and it establishes a program “to expand the use of minority banks and minority credit unions.” This, it is clear, is not an emergency virus bill. It is a Democratic election wish list, politically poisoned at a time when hundreds are dying, thousands are losing their businesses, and millions are out of work in the United States. “This,” House Majority Whip Jim Clyburn told Democrats Thursday, “is a tremendous opportunity to restructure things to fit our vision.” It’s truly an incredible political act by the speaker, and the entire Democratic Senate fell in step behind her. By Monday afternoon, while Republican after Republican took the floor to speak on the bill, most Democrats were not even in the chamber. “I thought we were doing great work,” Sen. Jim Inhofe lamented to a half-empty chamber. “Everything was great until last night.” Everything had been great for Pelosi and the Democrats’ political fortunes as well. Early in the crisis, the speaker took a lead role, passing a Democratic wish list with the first round of emergency aid. Republicans in the House and Senate passed her bill despite its severe problems and near-complete lack of compromise. McConnell was absent from early negotiations, providing zero cover while Mnuchin, a former Democrat with a bipartisan reputation as a terrible negotiator, surrendered on the president’s asks. The president himself fluctuated between defensive and tired, giving an Oval Office address that was so poorly received he rebooted his communication strategy. Today, McConnell and Republicans are at the forefront, the president’s handling of the crisis is popular across the country, and even Pelosi’s allies in the corporate media are struggling to explain her actions. The New York Times changed their Sunday headline three times, starting correctly with “Democrats Block Action On $1.8 Trillion Stimulus,” then shifting the truth to “Democrats Block Action On Stimulus Plan, Seeking Worker Protections,” and finally editing the headline to pure farce with “Partisan Divide Threatens Deal On Rescue Bill.” “Take us inside the politics here,” MSNBC’s Stephanie Ruhle asked after the speaker’s Monday speech quoting the pope to justify her actions. “How about this: What was the point of that?” “Well,” correspondent Garrett Haake replied, “this is an opportunity for Democrats to show what their priorities are in this crisis.” Indeed. And Americans are unlikely to be thrilled with those priorities while our economy careens toward devastation. “Today, 102 Americans died while the Democrats blocked consideration of this bill,” Sen. Ted Cruz yelled from the floor of the Senate in a fiery response. “One Texan died while this chamber decided not to show up for work and do their job!” “What the hell do the emissions standards on airplanes have to do with thousands of people dying and millions of people out of work in the coronavirus epidemic!?” “What in the hell does a windmill have to do with this crisis, other than there are some Democratic lobbyists getting fat and rich and they’re willing to extort a crisis for a political agenda!?” “One of the reasons the Democrats think they will get away with this,” Cruz closed, “is they expect the media to be utterly complict.” The corporate media is doing its best. “For the moment,” Schumer had told CNN just 36 hours earlier, “we’re just trying to work together for the good of the country.” The moment was brief, their miscalculation tremendous, and the political impact could — and should — be lasting.

John Daniel DavidsonBy John Daniel Davidson MARCH 24, 2020 So it turns out the real reason congressional Democrats blocked a Senate coronavirus relief bill on Sunday wasn’t because they were concerned it favored corporations over individuals or because they wanted more direct aid to families and small businesses. It was because they want to use this crisis as pretext for passing a bunch of Democratic policies that have nothing to do with the pandemic. On Monday, right around the time Senate Democrats blocked a $2 trillion coronavirus spending bill for the second time in as many days, we found out House Speaker Nancy Pelosi, fresh from a weeklong vacation, has her own bill, a 1,400-page monstrosity chock full of mandates, regulations, and nonsensical federal programs that leftists would enact if they were king for a day. Many of the provisions in Pelosi’s bill have no discernable relation to the coronavirus pandemic, much less helping families and small businesses facing economic ruin. There are sections mandating “risk-limiting audits” of election results, early voting, same-day voter registration, mandatory reporting for federal agencies on their use of minority-owned banks, new rules for the retirement plans of community newspapers, and even a section requiring airlines to provide passengers information about greenhouse gas emissions from flights they took. The list goes on, like a parody of Democratic governance. But it’s not a parody, it’s an old Democratic tactic—especially for Pelosi. Remember President Obama’s $830 billion American Recovery and Reinvestment Act of 2009? It was supposed to fund those now-infamous “shovel-ready” infrastructure projects but in the end mostly went to federal welfare programs like Medicaid, food stamps, and extended unemployment insurance. That wasn’t an accident. Pelosi was speaker of the House back then, and she helped transform the stimulus into a massive welfare bill, arguing that injecting billions of dollars into food stamps and unemployment insurance would somehow generate economic activity. It didn’t, which is one reason the recovery under Obama was so sluggish—and why he was so thoroughly panned last month for bragging the stimulus paved the way for “more than a decade of economic growth.” Dems Have Other Priorities Than Struggling Americans Seen in that light, it’s hard not to think Democrats have been angling to pull this same trick since the coronavirus crisis broke. Over the weekend, The Hill reported on a conference call held Thursday with hundreds of Democratic lawmakers that laid out a sweeping wish list of provisions to include the relief package. Majority Whip James Clyburn reportedly said, “This is a tremendous opportunity to restructure things to fit our vision.” And there’s nothing like a pandemic-caused economic crash to justify giving unions unprecedented collective bargaining power, increasing fuel-emission standards for airlines, and expanding wind and solar tax credits. This isn’t to say that Senate Republicans had a really great relief bill or that they struck just the right balance between bailing out corporations and helping families and small businesses. The package Senate Majority Leader Mitch McConnell proposed certainly had its share of non-coronavirus bailouts for major industries, and we have yet to see much appetite in Washington for creative, targeted solutions to the coming solvency crisis along the lines my colleague Christopher Bedford has laid out in these pages. But the aid package Senate Democrats torpedoed—supposedly in favor of Pelosi’s progressive grab-bag of a bill—would have at least helped stanch the bleeding in many major industries, providing half a trillion dollars in loans and another $350 billion to help small businesses pay their employees, as well as giving some direct relief to American families. At this point, it’s unclear if any help will be coming from Washington. Congressional Democrats apparently think their Republican counterparts would rather accept Pelosi’s catch-all bailout than come up empty-handed. Maybe they’re right. Democrats proved back in 2009 they’re far better at exploiting a crisis than Republicans are. In the coming days, expect Pelosi and Senate Minority Leader Chuck Schumer to trot out the same arguments used to pass the Obama stimulus. Then as now, their relief bill, if they get it, won’t actually stimulate economic recovery. If anything, it will be a drag on recovery, just as the 2009 stimulus was. But for Pelosi and the Democrats, this isn’t really about the economy or even the coronavirus. A crisis is a crisis, after all, and they never let one go to waste.

The House speaker not only wants to use the coronavirus pandemic to entrench Obamacare, she wants to make taxpayers fund abortion in the process. A recent summary of the legislation Pelosi plans to introduce as an alternative to Senate Republicans’ “stimulus” bill laid out the strategy. House Democrats want to force insurers to reopen enrollment in the Obamacare Exchanges, and cover their losses via a taxpayer-funded bailout. Leftist Wish List The available summary of the bill—the summary!—totals 62 pages, and nearly 25,000 words. It contains a veritable menagerie of liberal big-government programs and boondoggles. For instance, it creates a “cash for clunkers” program for the government to buy old airplanes. (I’m not making this up—check out page 53 of the summary.) Page 13 of the summary also notes that the bill would spend $400,000 so Congress’ Office of the Attending Physician can buy “N95 masks, surgical masks, gloves, swabs, test …and personal protective equipment.” Somehow, the fact that Pelosi ensured Congress appropriated funds to protect itself failed to surprise this jaded observer.
New Open Enrollment Period Division G of the legislation includes a variety of health-care provisions, only some of which directly relate to the coronavirus pandemic. According to the summary, Section 301 of Division G would create a “one-time special enrollment period for the [Obamacare Exchanges], allowing Americans who are uninsured to” purchase coverage.
This proposal raises an obvious problem: Moral hazard. If individuals know they can forego coverage during the usual open enrollment period and obtain coverage later, healthy individuals will do just that: only buy insurance when they need it.
Some may argue that those who lose their jobs due to coronavirus—either a temporary furlough, or a permanent layoff, during the resulting downturn—need a way to buy coverage after losing their insurance. But individuals who lose employer coverage already have a way to purchase a new plan: They automatically qualify for a special enrollment period, during which they can replace their former employer plan with exchange coverage.
Bailout Funds News reports suggest that insurers support reopening the exchanges for a special enrollment period. However, the insurance industry also wants federal dollars to offset their potential losses from such a move.
Insurers obviously did not account for the costs of coronavirus treatments last spring and summer, when they set their 2020 premiums; no one knew of the disease at that point. The unexpected costs associated with treating the disease will likely eat into insurers’ margins for 2020.
But allowing people to buy “insurance” in the middle of a pandemic will raise insurers’ costs even further. Consider that life insurers are already imposing waiting periods for at least some applicants during the pandemic. One actuary believes life insurers will shut down applications entirely, due to the overwhelming risks they face.
By contrast, health carriers will allow anyone to apply for “insurance” during the pandemic, “if the government cover anticipated losses.” Hence Section 308 of Division G of Pelosi’s draft “stimulus” bill provides for a two-year program of risk corridors.
Pelosi’s bill would recreate an Obamacare program in place from 2014 through 2016 that would have exposed taxpayers to billions of dollars in losses, but for language inserted at the insistence of Republican members of Congress. Just a few months ago, insurers took a case over risk corridors to the Supreme Court, asking for the justices to give them the bailout funds that Congress declined to pay.
Taxpayer Funding of Abortion Coverage But as I noted nearly three years ago, when Republicans wanted to pass a “stability” bill bailing out Obamacare insurers, providing new federal dollars to insurers by definition represents taxpayer funding of abortion coverage. Only codifying the Hyde amendment’s pro-life protections for the risk corridor program would ensure that the bailout dollars will not flow to plans that cover abortion.
Of course, Pelosi did not include these Hyde Amendment protections in the summary of her bill, and likely would not allow a measure containing the protections to come to the House floor. Instead, the legislation represents a giveaway to both health insurers and the abortion industry.
Ironically, Senate Democrats objected to Republicans’ “stimulus” bill because they claimed it included a “slush fund” designed to bail out corporations. Perhaps they should have a conversation with Pelosi, because the Obamacare “slush fund” included in her bill would do the exact same thing.

Titled, “Equity and Inclusion during COVID-19,” the document begins by admonishing its readers to “Reject racism, sexism, xenophobia and all hateful or intolerant speech, both in person and online. Be an ‘up-stander,’ and discourage others from engaging in such behavior.” It continues, “Do not use terms such as “Chinese Virus” or other terms which cast either intentional or unintentional projections of hatred toward Asian communities, and do not allow the use of these terms by others. Refer to the virus as either “COVID-19” or “coronavirus” in both oral and written communications. The document cites resources from within the UC system, including a Joint Statement from the Vice Chancellor – Diversity, Equity and Inclusion, and the Interim Vice Chancellor – Student Affairs at UC Davis titled “Rejecting Coronavirus Xenophobia” which stated: A core of our mission at UC Davis Health is, of course, to advance health. Yet, health, privilege and bias are often intertwined. In recent weeks, we have seen an example of this in the alarming rise in bigotry and xenophobia against Asian communities. For many Asians, the racism is not new, but it has been emboldened as Asians are scapegoated for the coronavirus epidemic. This is doubly painful as Chinese communities also bear the weight of most of the lives lost. Another document cited was titled “COVID-19: What’s in a Name?” written by Jerry Kang, Vice Chancellor for Equity, Diversity and Inclusion at UCLA and one of the signatories to the UC system guidance document. In “COVID-19: What’s In A Name?” King stated: …you can see why I’m concerned about the use of another name, “Wuhan virus,” which reflects both intellectual laziness and stereotyping. It’s lazy in the sense that there are more precise names for the novel coronavirus, SARS-CoV-2, and the disease that it causes, COVID-19. We’re smart enough to learn the proper nomenclature. It’s also stereotyping because the term strengthens the mental association between a specific disease and Chinese people, and thus indirectly all East Asians, Asians, Asian Americans, immigrants, foreigners, and others. In this sense, using “Wuhan virus,” unwittingly or not, is a form of “name calling” that increases the chances that people of Asian descent will be teased, bullied, harassed, or just made to feel like they don’t belong. It’s so unnecessary in a moment when we need unity not division, care not contempt, solicitude not sarcasm. Forbes reported in January of the UC system’s determined effort to make “Diversity” a prime ingredient in hiring faculty applicants: The majority of University of California campuses require faculty applicants to submit “diversity statements,” in which typically applicants affirm their commitment to diversity and inclusion as social ideals, detail their contributions to diversity in academia, and outline their plans for cultivating a diverse community on campus … A new “Initiative to Advance Faculty Diversity” adopted by several departments at Berkeley is the use of a rubric as a screening process to eliminate all applicants who do not conform to the approach to diversity that Berkeley’s Office for Faculty Equity and Welfare might have in mind. A candidate who describes, in the language of the rubric, “only activities that are already the expectation of Berkeley faculty (mentoring, treating all students the same regardless of background, etc.)” is deemed to have given an unacceptable answer. And there are real consequences for the candidate. In pilot programs, the rubric, to repeat, has been used—and continues to be used—as a screening tool, deployed before the faculty hiring committee can give due consideration to the academic merits of the candidate.

Among their demands: a “moratorium” on all immigration arrests of individuals who pose no public safety risk, a release of as “many immigrants as possible” from detention, and a reconsideration of the Trump administration’s public charge rules. “In times of a public health crisis, it is imperative that we protect the most vulnerable and remove barriers to care for all, including fears of enforcement that prevent immigrant communities from seeking care,” the progressive lawmakers wrote. Joaquin Castro and Veronica Escobar of Texas, Chuy Garcia of Illinois, and Adam Smith of Washington state. A separate groups of Democratic lawmakers — led by Minnesota Rep. Green New Deal Priorities: Requires all airlines that receive assistance to offset carbon emissions for domestic flights by 2025. Includes $1 billion “cash for clunkers” airplane program where DOT buys fuel inefficient planes from airlines in exchange for agreeing to buy new ones. Includes expansive new tax-credit for solar and wind energy. Student Loan Forgiveness: $10,000 blanket loan forgiveness. Federalizing Elections: Mandates how states must run elections, including the nationalization of ballot harvesting, requiring early voting, same day registration, and no-excuse vote by mail. Puts states at risk of costly litigation if they are unable to implement these stringent mandates ahead of the 2020 election. Immigration Provisions: Requires DHS to automatically extend visas and work authorizations expiring within the next year, including those with Deferred Action for Childhood Arrivals and Temporary Protected Status, for an amount of time equal to their prior visa, authorization or status. Limits CBPs ability to shutdown processing centers if there is a health crisis on the border and requires CBP to assure the timely adjudication of asylums applications. Overreaching Mandates on Businesses: Permanent changes to who can serve on corporate boards of directors for companies that receive assistance for payroll and operating costs. Mandatory disclosure on supply chain management. Requires board diversity disclosure for all publicly traded companies. Ban on all federal rulemaking including non-COVID 19 proposals (extends 30 days after emergency) in an attempt to delay the current Administration from promulgating actions House Democrats disagree with. New Permanent Mandates: Virtually rewrites SNAP policy with no reference to COVID-19 and permanently disallows rulemaking pertaining to work requirements and eligibility. Permanent expansion of Obamacare entitlement, putting the American taxpayer on the hook for endless and unchecked health insurance spending and would remove all incentives for insurers to reduce the cost of health insurance. —

As lawmakers in the upper chamber of Congress continue to struggle to pass a relief package intended to help Americans struggling financially with the coronavirus pandemic, Pelosi and House Democrats are pushing their own bill. However, her version is being derided by GOP critics for funding measures that have no relation to the spread of COVID-19. Among the provisions in Pelosi’s bill: $35,000,000 for “operations and maintenance” of the John F. Kennedy Center for the Performing Arts; $36,000,000 for the National Center for Advancing Translational Sciences; and even $7,000,000 for Gallaudet University in Washington, D.C. Her bill included numerous other unrelated provisions, such as a bailout for the postal service, risk-limiting audits of election results, requirements early and same-day voter registration, and also a requirement for airlines to fully offset their carbon emissions.
