Democrats such as Reps. Rashida Tlaib (MI) and Ilhan Omar (MN) reject the Trump administration’s move to restore inquiries regarding citizenship on the census. The former derided the idea as a “racialized” move that “impacts directly communities of color.” The latter claimed that collection of citizenship data via the census will “increase fear” in “our communities.” Many of those polled by the census — citizens and otherwise — already skip certain questions or avoid the questionnaire altogether. they were correct, it wouldn’t matter,” said von Spakovsky. “And the reason it wouldn’t matter is that the American people skip all kinds of questions on the census. There are a lot of people that resent being asked, for example, what race or ethnic group they are part of , and they have a non-response rate on those questions.” Ignoring some of the census’s questions — or the entire questionnaire — “doesn’t matter,” said von Spakovsky, “because the Census Bureau literally hires millions of temporary workers whose only job it is to go knock on the doors of people who have either not answered questions on the census form they sent back [and] to go after the percentage of Americans who don’t fill out the form at all.” “They do that every census,” continued von Spakovsky, “because even without the citizenship question on it they have a problem [with incomplete census forms], and they have workers out there whose only job it is to go out there and get this information. So that’s something that’s already taken care of.” Temporary workers for the Census Bureau are deployed to “every household in America” that submits incomplete census forms or ignores the census questionnaire, noted von Spakosky. “A temporary worker working for the Census Bureau will show up at your door [to] get you to finish the form and finish the questions,” he stated, “and they are extremely persistent about doing that.” “The Census Bureau’s estimate of the accuracy rate of the census — if they put the citizenship question on there — was 98 percent accuracy,” stated von Spakovsky. “That’s pretty good. So the percentage of inaccuracy generated by supposedly people not answering the question and not responding to the intensive follow-up was very small.” Mansour invited von Spakovsky to share the history of citizenship inquiries on the census. “The first time the citizenship question was on the census was 1820,” remarked von Spakovsky. “It was then consistently on the census up through 1950. In 1950, the Census Bureau decided that rather than send out one census form, they would send out two forms: a short-form and what they called a long-form. Von Spakovsky explained how the Obama administration removed the “citizenship question” from the census in 2010, transferring it a new Census Bureau analysis entitled the American Community Survey. “The long-form had more questions on it [and] went out to 1-in-6 households across the country, and it also had a citizenship question on it,” recalled von Spakovsky. “The long-form was used through the 2000 census. The 2000 census — the long-form — was sent out with the citizenship question on it. They then decided during the Obama administration in 2010 not to send out the long-form anymore. Instead, they would only send out the short-form, but they decided to create a second survey form in order to get more current information.” Von Spakovsky went on, “[The American Community Survey] doesn’t go out every ten years. It goes out every year. … It’s very long. It has a lot of questions on it. it goes out to 1-in-36 households. It has a citizenship question on it. The citizenship question is currently being sent out in a Census Bureau survey. The only thing the Trump administration said was, ‘We’re going to take that citizenship question that is on that current survey sent out by the Census Bureau, and we’re going to move it back to the regular census form.’ And yet that’s portrayed as some sort of nefarious, unprecedented action by the administration.” Von Spakovsky highlighted the need for accurate data regarding demographics in order to have informed analyses of political questions related to immigration. “How can you have an informed debate about an issue of that importance if you don’t get accurate data on the number of non-citizens across the country?” asked von Spakovsky, “and you’re going to get more accurate data if it’s on the general census form than you are with the limited data from the American Community Survey form, because it goes to such a smaller portion of the American population.”

The executive orders would promise fair pay and benefits to all workers and ban companies from using non-compete clauses. Her executive orders would also disallow contracting opportunities for companies that have “poor track records on diversity and equal pay.” Companies would no longer be allowed to ask applicants for their previous salaries and criminal histories, her Medium post read. “Companies will be barred from winning federal contracts if they request previous salary information or violate the EEOC’s criminal records guidance, which prevents discrimination against formerly arrested or incarcerated people,” Warren’s blog post read. women of color also includes making “the senior ranks of the federal government look like America.” (RELATED: Liz Warren Pitches Climate Change ‘Jobs’ Plan. It Costs $2 Million Per Job) “The federal government does a dismal job on diversity and inclusion,” Warren’s post said. “The share of Latinas in the federal workforce is about half that of the entire workforce. Arguably, however, the June number is more impressive than any of those because overall employment is at a record high and unemployment much lower. The seasonally-adjusted unemployment rate in November 2013, for example, was 6.6 percent. Today it is 3.7 percent. So when the record lows were being set during Obama’s presidency, there were far more people unemployed alongside those holding multiple jobs. The labor market was just worse for workers. That hurts the credibility of Democrats like Senator Kamala Harris and Alexandria Ocasio-Cortez who have argued that Trump’s economy is weaker than it seems because so many Americans are forced to hold multiple jobs to make ends meet. “Well yeah people in America are working — they’re working two and three jobs,” Harris said on the second night of Democratic primary debates. Harris has made that false claim on a number of occasions in recent months. Similar claims have been made by Beto O’Rourke and Bernie Sanders. Rep. Ocasio-Cortez made the same claim a year ago. “Well, unemployment is low because everyone has two jobs,” Ocasio-Cortez said on PBS’s Firing Line. The repetition of the falsehood suggests that Democrats are struggling to find truthful ways to attack Trump’s economic performance, which garners high approval ratings in surveys of public opinion.

Johnson, The Root’s politics editor and one of the most prominent pundits on racial politics and issues, made his remarks after two national polls (CNN, Quinnipiac) this week found that the South Bend, Indiana, Mayor has 0% support from black Democrats. “At this point, Donald Trump is more popular with black voters than Mayor Pete,” Johnson said. “That is a problem if you are a Democrat running for office.” At Jesse Jackson’s Rainbow PUSH conference on Tuesday, Buttigieg whined that the media keep pestering about his abysmal poll numbers with black Democrats, who will likely make up 60% of the electorate in South Carolina’s critical first-in-the-South primary that will make or break many candidacies. “I am asked how I’m going to earn the black vote in the polls ten times more often than how my policies would benefit black Americans,” Buttigieg reportedly said. “It’s as if I’m being asked more about how to win than how to deserve to win.” Then in what may have been another tone-deaf moment for an egghead candidate who has been criticized as being the epitome of a “briefing-book Democrat” who is unable to empathize with various constituencies, Buttigieg said that black Democrats “need to understand the details” of his Douglass Plan for black America. After a white South Bend police officer, who did not have his body camera turned on, killed a black resident, Buttigieg, who had already lost the trust of many black residents when he demoted the city’s first black police chief because he secretly recored white officers allegedly making racist comments, was slammed for bungling the situation even though he left the campaign trail for a few days to address the police shooting. The Washington Post noted that “instead of showcasing Buttigieg’s ability to lead through a crisis,” the South Bend shooting “is exposing what has long been considered an Achilles’ heel of his candidacy: his frosty relationship with South Bend’s black residents.” Buttigieg reportedly “alienated the family of the dead man, Eric Logan” when he spoke to the media before the family, “skipped a vigil at the scene of the shooting, and sought advice from outsiders, including the Rev. Al Sharpton of New York.” Buttigieg has been panned for not being able to name black activists in South Bend who support him, and the Post noted that to many of Buttigieg’s detractors, his actions after the shooting again showed that “he still doesn’t get it.” Oliver Davis, “the longest-serving black member of the South Bend Common Council,” told the Post: “How’s he handling it?. Well, he talked to the media before the family. He skipped the family vigil, full of black residents. And then he then gave a speech to the police. So, how do you think that went over?” While addressing protesters, Buttigieg seemed out of his depth and had another awkward interaction with activists while speaking with a bullhorn even though activists were just a few feet away from him. “You’re running for president? And you want black people to vote for you? That’s not gonna happen,” a female black resident shouted at Buttigieg, who responded, “I’m not asking for your vote.” “You’re not gonna get it, either,” the activist then replied. When asked during last week’s debate why South Bend’s police department did not have more people of color, Buttigieg replied: “Because I couldn’t get it done.” Buttigieg hauled in $24 million last quarter, but the South Bend mayor cannot win his party’s nomination if he continues to poll at 0% with black Democrats.

And the idea is I think that is what we should be doing by building more clinics around the country, not just for undocumented but other people when they’re ill, when they’re sick. This is just common decency,” Biden said. “Let me tell you something: In an emergency, they should have health care. Everybody should, anybody here in the country. How do you say, ‘You’re undocumented I’m going to let you die, man.’ What are you going to do?” Julian Castro, the former San Antonio mayor who was Obama’s Housing and Urban Development (HUD) secretary, had his breakout moment at last week’s presidential debate when he called for eliminating section 1325 of the U.S. immigration code that criminalizes illegal immigration and blistered former Rep. Robert Francis “Beto” O’Rourke for opposing decriminalizing illegal immigration. Days later, Sen. Cory Booker (D-NJ) released his immigration plan and vowed to “virtually end immigrant detention” though executive orders if he gets elected president. As Breitbart News has reported, left-wing amnesty activists are still upset at Obama’s immigration policies. Erika Andiola, a prominent Dreamer activist who is now with RAICES, warned Democrats last week that activists do not want more “Obama-type actions” on immigration and demanded that all presidential contenders denounce the Obama-Biden administration’s deportation agenda. She reminded Democrats that Obama created “a big, strong immigration enforcement machine that was taken by [President Donald] Trump and that was made even bigger.” Biden, who has tied himself to the Obama’s legacy, has no choice but to defend Obama’s deportation policies. During the debate, Biden said Obama “did a heck of a job” on immigration. Though Sen. Kamala Harris (D-CA) made headlines for confronting Biden on busing, her more significant moment during the debate may have actually been when she pivoted and criticized the Obama-Biden administration’s deportation agenda. “[T]his was one of the very few issues with which I disagreed with the [Obama] administration, with whom I always had a great relationship and a great deal of respect,” said Harris, who opposed the Obama administration’s “secure communities” initiative when she was California’s attorney general. Harris’s opposition to Obama’s deportation agenda may have been music the ears of Hispanic Democrats. In a Univision poll conducted after the debate, Harris became the top choice of Latino Democrats after entering the debate as the sixth choice of Hispanic Democrats. This week, Jeh Johnson, Obama’s Homeland Security Security, warned Democrats that supporting policies to decriminalizing illegal immigration “is tantamount to declaring publicly that we have open borders” and will be unpopular with Americans. “That is unworkable, unwise and does not have the support of a majority of American people or the Congress, and if we had such a policy, instead of 100,000 apprehensions a month, it will be multiples of that,” Johnson told the Washington Post. But the party’s left-wing voters may side with Castro, who has called decriminalizing illegal immigration “un-American.” And that could pose significant problems for Biden if gets into a prolonged fight for the nomination after South Carolina in states like Texas and California.

We don’t exist, we don’t live in silos and neither should our policy in this country.” Biden spoke about why educators need to craft education policy, and he promised the audience that the secretary of education in his administration will be a teacher who is not his wife before adding: “You gotta have, as Julio said, wraparound initiatives here.” “We have to bering the entire community in. Everything from the Boys and Girls Club to the YMCAs to the community development programs,” Biden continued. Biden said children need to be exposed to “what they have the potential to do” and also pushed for school districts to receive funding to bring in professionals like psychologists who can aid teachers because school districts “ask too much” of teachers now, especially in economically deprived areas and “tough” neighborhoods. In a gaffe that could make more Democrats wonder if Biden is like the hurler who does not have his best heater anymore, Biden made his remarks just hours after his CNN interview aired in which he referred to Sen. One friend had a brilliant suggestion that struck me as both innovative and textually ironclad: Utilize the infrequently invoked second section of the Fourteenth Amendment, which seems to mandate that the federal government have data pertaining to the state-by-state numbers of (male and aged over 21 years old) citizens for purposes of apportionment and congressional representation. The next thing I knew, David B. Rivkin Jr. and Gilson B. Gray wrote it up on Friday as a Wall Street Journal op-ed. Consider the relevant Fourteenth Amendment Section 2 text, with emphasis in bolded italics: "But when the right to vote ... is denied to any of the male inhabitants of such state, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such state." Broken down into plain English, then, the Fourteenth Amendment's remedy for a state's abridging the right to vote for its male citizens aged 21 or over is congressional reapportionment wherein that abridging state loses representation based on a textually mandated formula — a two-variable formula, that is, where each variable requires citizenship data.
This is not just a legal justification for the Trump administration to include the citizenship question on the census. It is an affirmative constitutional mandate. indeed, as Rivkin and Gray state, "The Constitution itself requires the collection of citizenship information." And "[c]ompliance" with the mandate, as they write, "is impossible without counting how many citizens live in each state." It is really that simple: All it would take, legally speaking, is an executive order from President Trump stating that the inclusion of the citizenship question on the U.S. Census is necessary to comply with the clear constitutional demands of Section 2 of the Fourteenth Amendment.
This is a textually clear argument. There is no "pretext" here — and certainly no room for overzealous judicial chicanery.
